【摘要】:Thisguidedoesnotsetspecificperformanceortechnicalcriteria,butrecommendsthatcompaniessetpoliciesandobjectivesanddevelopproceduresformanagingtheirhealthandsafetyprogram.Companiesshouldconsidertheiruniqueorganization,culture,andhazardsontheirvesselsandthepossibleeffectsoftheiroperations.Theelementsareintentionallyflexibleandmaybetailoredtoaddressanysizeofoperationoranyvesseltype.Notethatalthoughthestandardisaimedattheshipboardoccupationalhealthandsafetyprogram,someoftheelementsaddressactivitiesandcommitmentsthatmustbecompletedormadebyshoresidepersonnel(forexample,executivemanagementcommitmentandprovisionofadequateresources).Keytotheeffectivenessoftheprogramistheimplementationofeachelementwithinaninterconnectedsystem.1.1ThisguidecoversthebasicelementsofaShipboardOccupationalHealthandSafetyProgram(SOHSP).Theseelementsareapplicabletoallvesseltypesincludingbutnotlimitedtotankvessels,drybulkcarriers,passengervessels,roll-onroll-offvessels,orebulkoilers,offshoresupplyvessels,tugboats,towboats,andbarges.Theelementsdescribedarefundamentalpiecesofasystematicoccupationalsafetyandhealthprogramandmaybeusedbycompanylinemanagers,healthandsafetypersonnelorconsultantswhoareimplementing,improving,orauditingtheeffectivenessofashipboardhealthandsafetyprogram.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
